PUBLIC WORKS DIRECTORHAL O. ADKINS, Public Works Director - received a B.S. degree from the University of Maryland Eastern Shore, Department of Industrial Education and Technology, in "Construction Management-Engineering" graduating Summa Cum Laude. Prior to becoming the Towns first Public Works Director in 1989, he served as an "Engineer 1" for the Town's Engineering Department and as the Towns first "Plans Examiner" for the Department of Planning and Community Development. His employment with the Town began in May of 1984. He is presently an active member of the American Public Works Association, the American Water Works Association, the Solid Waste Association of North America, the Community Transportation Association, and the American Society of Civil Engineers.E-Mail TOWN ATTORNEYGUY R. AYRES, III, Town Attorney - holds a B.S. degree from the University of Maryland and a J.D. degree from the University of Baltimore School of Law. He is a member of the Maryland State and American Bar Associations and has been admitted to practice before the U.S. Court of Appeals for the Fourth Circuit and the Supreme Court of the United States. Mr. Ayres served as Councilman from 1978 to 1982. He is a native of Ocean City and a principal in the law firm of Ayres, Jenkins, Gordy & Almand, P.A. FINANCE ADMINISTRATORMARTHA J. BENNETT, Finance Administrator - received a B.S. in Accounting from Salisbury State University, a M.S. in Public Administration from Wilmington College and is a Certified Public Accountant. Prior to becoming Finance Administrator in 1989, she was the Assistant Director of Finance and has been employed in the City’s Finance department since 1984. She is a member of the Government Finance Officers Association, the Maryland Public Finance Officers Association, and the Maryland Association of Certified Public Accountants. E-Mail INFORMATION TECHNOLOGY MANAGERNANCY R. BLOXOM, Information Technology Manager, received an Associates of Arts Degree from Delaware Technical & Community College and holds a B.S. Degree with a minor in IT from Wilmington College. Mrs. Bloxom has been employed by the City since 1990 as the IT Manager. Prior to working for the Town of Ocean City, Mrs. Bloxom worked for an international software company and at Wallops Island Flight Facility. She also worked 4 years for the City as a Systems Operator /Technical Writer and also as a PC Specialist before leaving to work for the international software company. She is an IBM Certified Specialist and is a member of the Maryland IT Association. E-Mail CHIEF OF POLICEBERNADETTE DIPINO, Chief of Police - joined the Ocean City Police Department in 1988 after nearly three years with the Baltimore County Police Department. She was promoted to sergeant in 1995, and in 1998 was promoted to lieutenant. During her tenure with the Ocean City Police Department, DiPino has commanded the force’s Quick Response Team and the Services Division. She was named Baltimore County Police, American Legion Officer of the Year in 1987. She was also recognized Officer of the Year by the Ocean City Neighborhood Watch in 1993, and in 1997 was the Mid Atlantic Association of Women in Law Enforcement’s Officer of the Year. She holds a Bachelor of Arts degree from Salisbury State University and is a graduate of the Federal Bureau of Investigation National Academy. E-Mail CITY PLANNERJESSE C. HOUSTON, City Planner - received a B.A. degree in Sociology from Western Maryland College and a M.S. in Regional and Community Planning from Kansas State University. Prior to becoming City Planner in 1982, Mr. Houston had been employed by a regional planning agency in Indianapolis, Indiana and by the Salisbury Wicomico County (Maryland) Planning and Zoning Commission. He is a member of the American Planning Association. E-Mail CITY CLERKKELLY L. ALLMOND, City Clerk - Received a Bachelor's of Science Degree in Business Administration from Towson State University in 1991. She started her administrative career as a paralegal for the Baltimore-based Law Firm Thomas & Libowicz, PA. After moving to the Shore, she was hired as Deputy City Clerk for the Town of Ocean City, and, in May 2009 received her Certification of Municipal Clerk from the International Institute of Municipal Clerks. She is a member of the Maryland Municipal Clerk's Association and a Fellow for the University of Maryland Institute for Local Governance. E-Mail RISK MANAGERERIC T. LAGSTROM, Risk Manager - Graduated from Tusculum College with a BA in Education. Prior to coming to OC in June 1997, worked for The Hartford Ins Co for five years and for USF&G Ins Co for 16 years managing the local claims office in Salisbury. Currently a Trustee on the Board of Trustees and Director on the Board of Directors for the State's Self-Insurer's Risk Retention Group. Also a member of the Risk Management Committee for LGIT (Local Government Insurance Trust). Is a current member of PRIMA (Public Risk Management Association) both on a national and state level. E-Mail CITY ENGINEERTERENCE MCGEAN, City Engineer - received a B.S. degree in Engineering from Texas A & M University and is a registered professional engineer. He is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, and the American Public Works Association. Prior to employment with the City in 1990, Mr. McGean was employed by Post, Buckley, Schu and Jernigan, Civil Engineer Consultants, as a Design Engineer and Construction Manager. E-Mail RECREATION & PARKS DIRECTORTHOMAS J. SHUSTER, Director of Recreation and Parks, is a graduate of the Ohio State University where he earned a BS degree in Biological Science and a MS in Parks and Recreation Administration. Prior to his appointment in 1998, Mr. Shuster has worked in state government in Ohio, municipal government in New Jersey, a park district in Illinois, and for a metropolitan park district in Ohio. He is an active member of the National Recreation and Parks Association and a Certified Park and Recreation Professional (CPRP). E-Mail TOURISM DIRECTORDONNA ABBOTT, Tourism Director, Donna Abbott joined the town in April 1997 as media services manager at the Roland E. Powell Convention Center and served as the town’s public relations director for several years. She was promoted to communications director for the town two years ago. Prior to joining the town, Abbott was employed in corporate communications at Perdue Farms corporate headquarters in Salisbury. She also served as public information officer for the Ocean Pines Association. She was a news reporter and editor for area newspapers earlier in her career.
